I have done a lot of research Adam, and apart from the various clones of the Axminster you already mentioned there is nothing in your budget that comes close to meeting your spec.
Sadly they are all much less machine for your money than the CL3. You have a choice between variable speed and quality. Personally I would put quality first and put up with the minor irritation of belt changing but obviously that is entirely up to you.
