I've never found the need to pre-paint the tubes or the inside of the hole.  I mix some Humbrol enamel paint in with the two-part epoxy resin, use a sponge make-up brush to coat the inside of the holes, roll the tubes in the coloured epoxy making sure that there is a good coating everywhere and then insert the tubes with a twisting motion. Touch wood, I have never had a problem with this method.
