Do you have any bushings from other kits that will fit in the tubes, even one or two from multiple kits? You could use them to get close to the measured sizes of the hardware and then take the bushings out and finish by turning between centres, measuring to final size. It looks a little like a Jr. Marshall so bushings from any of the Jr. series kits might do it.
