I've had a few of those in my time..you seem to do the same exact procedure each time and then get differing results. To try and combat this I have use a coat of sanding sealer before applying the CA which seems to have worked on occasions, combined with vigorous application of the CA. I use a method which a certain Canadian chap did a tutorial on you tube a few years back, I'll see if I can find it and post it on here for you.
