I just bought a cutter from here Our Carbide Wood Turning Tools are hand crafted and are economical priced and are ideal for pen and bowl turners alike. It came with an M4 machine screw. I ground a flat on a piece of steel bar and tapped the hole and made a wooden handle. Apart from the tap no other specialised tooling was needed. I think the prices for the chisels at this link are pretty reasonable if you don't have access to steel bar and taps, though.

I have made my own with some 12mm square standard stock steel.
Milled a recess on the tip, (could easily be ground) drilled and threaded it to suit the pin and all good.
I prefer the radius carbide tips, tried the square and the round ones but the radius ones are much better in my view.

I also have one made from a pry bar, but TBH it has a little too much flex on it for my liking.
