Has the drill been sharpened that can make them under sized

But if you buy a 10 mm drill it should have a 0.05 tolerance

You might want a reduced shank drill for 33/64 I bought one and I had to grind the down make sure your chucks are able to hold a 14.50 mm drill

It's basically a Morse taper.
If you bought your drill from new you should have been provided with a tool to eject the chuck.
A "Drift"
If you have a cheapie, you may have 2 drifts to tap in at opposing sides to release the chuck.
If all else fails cut a fork shaped wedge out of hardwood, and tap in between the quill and chuck.

Even without the hole, the principal is the same, you need to drive a wedge between the top of the chuck and the bottom of the quill, which will eject a Morse taper.
Two wedges are better than one so you do not exert to much sideways pressure on the quill.
