I shot a Parker Hale 1853 Enfield black powder musket when I was younger, still have it, and I have never seen them before. Closest I saw would be the mini-ball wrapped in paper with the powder on top of the bullet. Rip the tip of the paper off, dump the powder down the barrel, invert, put the bullet in the muzzle, rip off the remaining paper and ram it to the breech. If I were still shooting I would have to make some of those apostles for myself. How many grains of powder were they made to hold?
