As Peter & Woody says use sanding sealer before you sand , clean off with methylated spirit (denatured alcohol) then seal again. Do this for each grit & you should be ok. Time consuming, but worth it in the end. I use this method on African Blackwood which has white sapwood, works well.

If you could dismantle this pen & redo it it will be a beaut.
