Never had this so called dillemna I always ask the owner of the skip never had a refusal. The exception was when I was a kid the Embassies in my area had their offices in town in an area where their rubbish bins were placed in the street for collection yielded thousands of now valuable stamps from those bins, since we were not litigeous 70 yrs ago here and because even then I door knocked and had permission always granted. I preferred skinny dipping those early days but with the eye of a born hoarder.Perhaps you have hear of me in stories we were so poor etc.
