I think a good drill press will come with a 13mm capacity Chuck and I would go for one with this size chuck as you never know what you will do with it. The quill is the part that  the chuck is attached to and extends down to the piece being drilled and retracts back inside the body of the machine if that makes sense.  Have you had a look at Clarke machines from Machine Mart? I have one of these and they are not bad.
