This is a Schmidt product, the 'rolling righter'. It takes a 6.4mm x 0.5 tap / die size.

The initial charge of ink in the feed will take 1/2 of the long international size cartridge or an entire standard size international cartridge.

There are several flavors, the one pictured is a black plastic tip and there is a metal (chrome?) nib.
