A couple of options. A reciprocating saw blade can be made into a chatter tool. In a pinch hold it in a channel lock plied. A chatter tool can not be used on long grain. A simple metal working knuling tool can be used to produce interesting patterns. Most of these patterns were produced with a chatter tool.

I use the Crown Wheel that you showed on all my bowls to make the flower and all the other decorations, I think it comes with 3 wheels, but practice first with your angles and also be prepared to apply a bit of force when you go into end grain to make the small centre pieces. Failing that a jigsaw blade in pliers on end grain will work but wear goggles in case it snaps again. There is this one from Terry if you are interested, The Timberly Textura which is £62-00 at todays exchange rate plus postage .

Mike Peace has a YouTube (Make a Rotary Texturing Tool – Cheaply! - YouTube) on making your own Decorating Elf type tool. I've made one - its simple, and much less expensive that the Robert Sorby version. The required parts include a Dremel cutter, a length of brass plumbing nipple, and a bearing. Presumably, you have scrap timber for the handle.

I found that the bearing was the most difficult component to obtain, so I opted for a plastic sleeve that I turned from a scrap of HDPE. HDPE can be purchased from various on-line plastic suppliers, or you can do as I did and buy a cheap HDPE cutting board at the 'dollar store' (ok, the 'pound store' on your side of the pond). The sleeve has to have a OD to fit snugly inside the brass shaft, and an ID to match the Dremel cutter.

I have mounted the bud wheel (crown) in a Dremel and let it free wheel But not good on Oak Lol

Fail all I will just for now use a Dremel to add the detail I need

James

I would go for a single wheel one which I forgot all about mine when I answered earlier. Mine is this one and you can do this with it see the lid.

Go for a single wheeled version if you want to do it on wood

Well Mike gave us a lesson never to forget,in the New Year I will try and make a tool or two. When I strip the Dental Hand piece it gives a shaft and bearings that take a fair thrashing for dentists useage.

A made my own chatter fool using a heavy feeler gauge. Google a chatter tool image to give you an idea of what its l ike or utube it & see it in action . You can buy a set of feeler gauges for a few £ & use one of the heavier ones.
