Man the lengths Registrars go to be tough over your way guys. I have been out of the photography for weddings for some time now witnessed countless signings also I am aware of the confusions that arise at all weddings not surprised if pens get back to the right people on that day or not. A wedding gift of Pens is perfectly proper if no strings are attached such as you could use them to sign the register committing the pens to memorabilia rather than everyday memories for continueing use.So many weddings over here are held in parks public areas not under the control of a wedding consultant very ad hock so many times accompanied by the new couples children prompts me to suggest pens as wedding presents to be opened with the microwave or vases whatever. I used to be on an ego trip and say these would be beaut to use at the signing. As a photographer pen maker the impact when then the wedding party borrowed my pen was considerable.Heaps of sales followed.

Selling pens for weddings should be accompanied with the directions for use if special regs exist maybe.seems like its a revelation every time its raised on the forum.
