A collar inserts through the hole with a set screw on the side through which passes a round-ended rod which serves as a depth gauge in order to square your rest to the face of the work. There should be one on each side of the post.

I am pleased to inform you that I have been investigating your query 434376 and now have extra information.
I have checked with our woodturning tutors and they have advised me that this hole has no use for the user as such. It is part of the manufacturing process and used when the tool rest is being powder coated.

I have to say the top of your tool rest looks a bit rough Kevin. The first thing I did to mine was to sand it down with fine wet and dry to remove the paint and make it nice and smooth. I then gave it a coat of microcrystalline wax. It’s something that needs doing once in a while. These types of rest are often a very nice shape for your finger to slide along underneath as you turn but being fairly rough cast iron often benefit from the wet and dry treatment here as well.
