The washers are "Japanned" metal, nothing to do with pens, just with some spare nuts and bolts.
I bought the new shaft, after wearing the old one out.
I did make a mandrel for 7mm tubes a few years ago.
Then I found a supplier here (Travers Tool Co. – Find Metalworking Tools, Machine Tools & More) that has Letter Size Drill Rod 36"long (Letter 'D' .246")
They do ship world wide. And no, he's not my brother-in-law (LOL)
It machines easily enough and you can harden it if you want.
Put threads on the end or use a mandrelsaver.
You will need a metal lathe and means of heating the steel.
