This is a 1" adjustable die. The black part is the allen screw that adjusts the width. On soft, flexible or hard materials it's better to adjust it to max diameter, thread it, adjust the allen screw and re-thread. That way it provides maximum coverage and protection to the material.

Also note that one is of the die is tapered (like a tapered tap) while the other end is blunt (like a bottoming tap) which means to die the end of the threads you flip the die around upside down to get the end threading.
