A couple of the US suppliers are selling these as kits to turn on a mandrel or between centers with bushes

Should be fairly easy to make on a collet chuck or a jam chuck I would think. Drill first, shape and finish second, then part it off third. Matching an O ring to the I/D of the bit it fits in (whatever that's called) will be the tricky bit I suspect.
